yes the axle and all 4 pinch bolts need to be done (assuming there are 4 bolts on your bike)

A quick clarification:
The front axle NUT needs to be wired along with the pinch bolts.
On some bikes this means the whole axle needs to be wired (GSXR)

This is off an old GSX-R 750 front axle. Start on the inside (closest to the wheel) and lace the two pinch bolts. Finish by attaching your safety wire string to the axle bolt itself. You may need to drill the axle bolt.
Mine is new and the axle is flush with the forks. Do I have to drill a hole in the forks to the axle?
Even the new GSXR's have the front axle held in place by a short, fat bolt like in Chris's picture above. The bolt needs to be wired, as do the pinch bolts, just like in the picture. Don't forget the pinch bolts on the other leg. Don't worry about the other ("flush") end of the axle.
