I'd like to know what the eff the sign is with the guy with the sickle?

Is that a caution sign?, as in, "get the Eff out here or your ankles could be serviously wacked"

and seriously, if it is a caution sign for a guy using a sickle for groungds maintenance, would this guy be that serious about his job that he's just effing "going for it" and doesn't care what the hell is in his way and will cut your legs off?
