Looking at the 250 Production Cup rules it appears to read that only Kawasaki and Honda brand bikes can be raced in this event. Is this a correct reading of the rule, ie the Hyosung GT250R would not be allowed to compete?

you would be correct. Only the Ninja 250 and the new CBR250R are allowed in this class.
