It could still be a crackhead price if you ever wanted to sell it, or put it back on the street. Without a title it's a crap shoot.

title in hand. Seems very much worth a visit for someone wanting a cheap 250 spec-class bike.

I've gone to see craigslist bikes with a multimeter and a cylinder compression gauge. Diagnose before you buy a sub-$1000 bike that doesn't run. If it is just some gummed up carbs, this could be a race ready bike with one season worth of tires for less than a grand if you work it right.
