2021 Rulebook suggestions
Suggestions for the 2021 Rulebook

Suggestions for the 2021 rulebook are now open and will be accepted until Wednesday September 30th, 2019 (rules suggestions will not be accepted after 23:59hrs on September 30th). Once the list is compiled, the proposed rule changes will be sent out to all members. Rule changes can be submitted to Shannon, Nyles, or any rider representative. The preferred method would be for racers to submit rule changes via the rule change thread on the MRA forums.

We've changed the venue and scenery for the rule change meeting over the last few years, so I am up for suggestions on where to have it, but I am leaning towards class sponsor the Nite Owl. The rule change meeting will most likely take place in December (COVID19 may change things).

The rule change meeting is open to all members and will be held to discuss the proposed 2021 rule changes. The members attending this meeting will be encouraged to give input on the changes that will be presented to the MRA board for approval. Finalized rule changes for the 20201 season should firmed up a few weeks after the meeting.

When making your suggestion, be sure to cite the existing rule and what changes you are suggesting. If it is a new rule, please use the exact wording as you would like it to appear at the rule change meeting and possibly the rulebook.

Number Retention Rule 5.3 (C)

Rule as it is currently written

1. A racer must participate in 3 or more race weekends of the MRA season events in order to reserve their number for the next season. If they do not participate in 3 or more weekends, their number is considered open and will be given out on a first come, first served basis the following year. The racer may file a request with the board to have their number retained for the next season.

Reasoning / Thought Process

I am not sure if a rewording is needed, however I am proposing that this rule be temporarily suspended for the 2021 season. Allowing riders who competed in 2019 the opportunity to renew their license with their existing number. Obviously 2020 has been a little strange due to COVID and think it would be a good idea for those riders wishing to renew in 2021 to be able to retain their numbers without filing a request with the Board.

We haven’t had a green light for the start of races in many, many years... can we remove all references to “green light“, and replace it with “extinguishing of the red light” or something similar? References to the green flag should probably be kept since that’s the backup in case the light fails.

Recommended addition to section 7 Race procedures:

Section 7 - RACE PROCEDURES


T. If the race track surface has been deemed wet by MRA officials and a dry racing line is not present throughout the race track, racing will be discontinued immediately. Races will not restart until MRA officials determine a dry racing line is present throughout the race track. If a race is in progress at the point a track surface has been deemed wet, the race will be red flagged, and considered complete. Points for said class will be awarded based on the last completed lap by the entire field. In the case the entire field has not completed at least one lap all riders present on the grid in the class will receive points equal to 1st place finishing position (see section 7.3). Once the track surface has been deemed wet all subsequent races that would have completed determined by MRA Officials during the wet condition will also be considered complete. All riders who are properly regestered in those classes will receive points equal to 1st place finishing position (see section 7.3). At the discretion of MRA Officials, classes with a cash purse maybe exempt from this rule. Riders will not receive a refund for entry fees for any class that was completed due to wet conditions.

2.10 Cup Classes

C. Only petroleum based unleaded pump gasoline is permitted for use. The onlyoxygenates permitted are MTBE and ethanol in the same quantity as found inpump gasolines. If the motorcycle is found using any other oxygenates the ridermay be subject to penalty by disqualification and/or revocation of points. Someof these oxygenates include but are not limited to: propylene oxide, alcohols,aldehydes, aminodiphenyl, benzene, benzidine, beryllium compounds, brominecompounds, butadienes, chlorinated compounds, chromates, dioxanes, ethylacrylate, ethylene oxide, hydrazine compounds, methylene dianailine, methylnaphthalene, naphthalene, naphthylamine, nitrogen compounds, nitro methane,styrenes, toluidine, xylidine. It is highly recommended that if a competitorwishes to use different fuel types for races outside of 350 Cup and 500 Cup thata different fuel tank is used. The rider is liable for ANY residual elements leftover that may be found during testing.

Proposed change: Remove. Production Cup is a class based on Supersport rules, except for this one clause. If you want to be the idiot spending $40/gallon for +1 hp on your 45hp bike, you should be allowed to. This money saving clause is not going to stop people from racing the class if removed.

2021 Rulebook Suggestions

1) I think if races are cancelled, they should be treated like the 4-hour endurance for the regular endurance points. If you signed up and are present, you should get points over those who didn't even register and attend the event.


2) I think that middleweight and heavyweight are redundant classes. I have the only heavyweight bike in the club lol. Eliminate the heavyweight classes - supersport, superbike and endurance. It saves race time, required sponsors and time at the banquet. Contingency for a few is not an excuse for the club to maintain duplicate classes.


3) Revert Formula 40 to 2 classes instead of 4


4) 10 minute break between all 3 endurance races (2 breaks)


5) Eliminate LOR, supermoto and have production cup run on EITHER Saturday OR Sunday, not both


6) No qualifying for production cup - run it as a normal sprint race


7) Serious infractions that may result in a letter of reprimand or expulsion should be prefaced with a meeting of the rider representatives. The meeting will explain the issue and the resulting consequences in a face-to-face setting. This can be done at the track or at a location convenient to the rider representatives.

This was submitted at the end of 2019 but was not implemented correctly. The intention was to mirror the eligible machines in the MotoAmerica Junior Cup series for 14 and 15 year old riders.



Current minimum age to be compliant with our liability insurance is 13 years old on a Kawasaki Ninja 300 or smaller only. This also currently includes 14 and 15 year olds. Proposed change below corrects the minimum age and will add additional 300cc and smaller Production Cup motorcycles that 13 year olds are permitted to ride. It will also add additional motorcycles that are currently legal in MotoAmerica Junior Cup for riders with a minimum age of 14.

Submitted on behalf of Justen Behmer as he does not have access to this board yet.

Make one day of Production Cup Supersport and the other Superbike. Rational is that Kawasaki (as of this year and guessing next year too), does not pay contingency for Supersport or Superbike for both days of a race weekend, however they will pay contingency for Supersport one day and Superbike the next. Not sure what the other manufactures do, but Kawasaki is the most popular bike on the grid and could potentially benefit more of our racers.

I feel that for Clubman Points, the racer must complete a minimum of 75% of the race unless there is a mechanical or a crash or anyother unforseen stoppage in the race.

I submit the middleweight Panigale series bikes be entered into Middleweight qualifications (supersport/superbike/endurance). This seems especially pertinent if the heavyweight category is eliminated. It is also in line with USBA rulebook (hyperlink and text below). The bigger mini-Panigale (959) dyno tests ~14HP different from the Daytona 675.

Existing rule (supersport shown. I propose we change the same bullet in the MW Superbike section, as well.):


2.2.3 Class Displacement and Configuration Limits A. Middleweight Supersport
• Up to 640cc four cylinder
• Up to 650cc pre-1984 four cylinder
• Up to 750cc three cylinder, four-stroke 10
• Up to 850cc two cylinder, four-stroke, three or more valves per cylinder

• Unlimited displacement pushrod, two cylinder, four-stroke, two valves per cylinder, air cooled

In order to hopefully avoid having one race with a LONG delay requiring a lap count cut for every remaining race:

Existing Rule:

7.1.I. When more than 50% of the race is complete and the red flag is displayed, MRA officials may consider the race complete. If determined complete, riders will be scored according to 7.1.J.

Rewritten as:
7.1.I. Excepting the 30-minute endurance races and RoR, no race shall be allowed to consume more than 30 minutes of the race day, with the 30-minute clock starting at the time the race starts (according to timing/scoring) and ending when the checkered flag is displayed. Any race delayed by red flag or otherwise may be restarted at any time prior to the 30-minute time period expiring and the checkered flag will be displayed to the leader at the next passing after the 30-minute clock has expired. In the event that the 30 minute clock expires prior to a race restart, the race will either be considered complete and scored according to 7.1.J, or declared canceled, at the discretion of the MRA officials. When more than 50% of the race is complete and the red flag is displayed, MRA officials may consider the race complete even if the 30-minute limit has not been reached. If determined complete, riders will be scored according to 7.1.J.
